CHA was set up in 2001 by concerned residents in West Cork who saw continued speculative development of holiday homes driving out local people. The Association made a number of proposals for energy efficient community housing from 2003-2006, and participated in three European exchange projects. None of the proposals were backed by Cork County Council. In 2009 Carbery joined the Governments Private Sector Leasing Programme, aiming to bring some of thousands of empty properties left after the housing bubble burst into use. Only 2 properties were approved for this purpose by Cork County Council. In 2011, CHA joined the government's Mortgages to Rents Programme, aiming to rescue owner occupiers in ganger of repossession by buying their mortgages. To date, CHA has been allocated 20 properties for negotiation and made offers on 2 properties. It has been painfully slow work, but 13 years later we a+re still working to the original objectives.
